This CLE will be a webinar.  The invitation to participate in this CLE will ONLY work during the time the CLE is airing.  To the extent possible with a remote broadcast, attendees will be able to ask questions of the presenters. 

There will be limited technical assistance during the CLE.

Cost

The webinar is FREE while seats last (you must register) and paid for by the Foundation (GCDLEF) from donations from people like you.  If you want CLE, you must pay for it.  Choose the CLE option when you register.  You can pay for CLE online or by mailing a check to 215 Church Street, Suite 111, Decatur, GA 30030.  Checks must be received prior to 29 April.

Instructor and Program Information

The world’s leading expert on mental health advocacy, Professor Michael L. Perlin will be teaching this CLE.  Dr. Perlin will be accompanied by Sabrina Rhinehart, the Director of the Office of the Mental Health Advocate for the Georgia Public Defenders Council, who will be providing Georgia expertise.  This CLE will be directed by Bob Rubin, an attorney with Peters Rubin Sheffield & Hodges.  

It is unquestionable that criminal defense lawyers must understand all aspects of the relationship between criminal law and mental disability.  However, it is not simply a matter of recognizing a potential insanity defense.  The reality is that mental health issues permeate the practice of criminal defense law, and it is essential that lawyers in this field understand the depths of these connections and their impact on daily representation.

In this two-day CLE, Professor Emeritus Michael Perlin – formerly the head public defender in Trenton NJ and the NJ state mental health advocate, and author of the leading treatise in this area of law and policy – will take participants through all that they need to know about this relationship – whether it involves criminal incompetencies (a category going far beyond capacity to stand trial), criminal responsibility, disposition of cases involving those found permanently incompetent or insane, the institutional treatment of forensic populations, or the death penalty.  Beyond this, the CLE will consider other topics that must be understood if counsel is to do a truly effective job, including how jurors’ false “ordinary common sense” distorts verdicts, and the value of therapeutic jurisprudence as a tool for criminal defense lawyers.  The CLE will enable criminal defense lawyers to educate judges and prosecutors on topics often misunderstood, thus broadening the defense lawyer’s ability to provide effective and meaningful representation.
